Applicants must have both been born outside of the US as non-US citizens, and both parents must not have been eligible for US citizenship at the time of their births.

Merit-based with an emphasis on creativity, originality, initiative, and sustained accomplishment.

Applicants are required to complete the online application form; submit two essays on specified topics; a 1-2 page resume; three recommendation letters; an institutional status form from the institution attended indicating when and whether the present degree program will be completed; a copy of transcripts; a documentary evidence that the applicant meets the definition of New American.
